IH Development Agreement Ends – What’s Next?

Cities use zoning and defined land uses to govern development in their jurisdiction. However, Issaquah Highlands’ development has been governed by a Development Agreement, signed in 1996. This agreement has a 20-year term. The master developer, Port Blakely Communities, and the City of Issaquah plan to formally terminate this agreement at the end of this year. What will replace it?
This question would be easier to answer if Issaquah Highlands had been completely built out before the end of the Development Agreement. But it is not. And in the last 20 years, environmental policies have changed. What does that mean to homeowners on greenbelts?
